Mayor Peck called the meeting to order at 7:00p.m.

Motion by Councilman Harmon to adopt the Agenda seconded by Councilman Bird with an addition of executive session after public comment. Passed unanimously

Motion by Councilwoman Lewis to Codify Ordinances for 2024, seconded by Councilman Bird. Passed unanimously

Swearing in of elected officials of Mayor Colby Peck and Councilman Brad Nate by Clerk Jody Harmon.
At this time Demont Grandy and Cameron Bird stepped down and Brad Nate took his seat on the Council. Charles Dayton was absent and not sworn in at this time.

Appointments

Councilman Harmon made a motion to appoint 1st Bank of Wyoming as the Depository for the Town of Cokeville seconded by Councilwoman Lewis. Passed unanimously

Councilwoman Lewis made a motion to appoint Attorney John Bowers – Bowers Law Firm, seconded by Councilman Nate. Passed unanimously

Motion by Councilman Harmon to appoint Eric Whitehead as Chief of Police seconded by Councilwoman Lewis. Passed unanimously
-
Motion by Councilwoman Lewis to appoint Forsgren and Associates as the engineering firm seconded by Councilman Harmon. Passed unanimously

Motion to appoint Jody Harmon as the Town Clerk by Councilwoman Lewis seconded by Councilman Nate. Passed unanimously

Motion to postpone appointing the Council President until all members are present at council by Councilman Nate, seconded by Councilman Harmon. Three votes yes, Mayor Peck voted no

Councilman Harmon made a motion to accept the assigned departments as written by the Mayor by Councilman Harmon, no second, motion died for lack of second. Councilman Nate made a motion to postpone assigned departments until all Council members are present. Mayor Peck and Councilman Harmon voted no, Councilman Nate and Councilwoman Lewis voted yes. Motion dies. Councilman Harmon made motion to accept the assigned departments as presented. Motion dies for lack of second.

Dave Decoria – Audit – Councilwoman Lewis made a motion to move on with the agenda and have Dave Decoria talk about the audit when he is present, seconded by Councilman Nate. Passed unanimously

Attorney John Bowers informed council on the industrial siting. Complimented the mayor for the job he did on the industrial siting hearings. Attorney Bowers complimented the Police Department for all the work that they do. Mayor Peck commented about the difficulty of the industrial siting meetings.

Recognitions – Mayor Peck recognized Councilman Bird for learning his position quickly and his service of 1 year. Mayor Peck recognized Councilman Grandy for his service of 10 plus years, and his work on the well. Both Councilman Grandy and Councilman Bird were presented a plaque with a thank you.
Councilman Harmon recognized Mayor Peck for his time spent doing his mayoral job.
Elbert Harmon recognized the Mayor Peck and Attorney Bowers for the job they both do to help the town receive money.
Dennis Nate recognized those who put the Christmas decorations this year.

Public Comment
Betty Thompson commented about Charley Dayton not being at the Council Meeting and the council holding items to approve until Charley Dayton comes to the meeting when they had a quorum to be able to do the town business.Councilman Harmon answered that they had to wait because that was how the vote ended up. Mayor Peck agreed with Wayne on the voting. Councilwoman Lewis commented that she thought Charles Dayton should have been at Town Council meeting and that it should have been a priority to be there. Councilman Nate echoed the same comment as Councilwoman Lewis and wanted it on the books.
Dennis Nate commented about paying rent on an airport hangar he can’t use.He has sold his plane.He also requested a copy of the Senior Center Lease.
Demont Grandy commented that in the past the Mayor always has set departments.
Greg Nate stated that if the Town puts you in office you should be dedicated to that office and at least attend the meetings.
Elbert Harmon commented how the council has ran smoothly in the past two years and has been able to accomplish town business.Before the last two years there was contention and it did not run smoothly.He stated “let’s not go back to how it was.”
Joe Dayton asked if there is a zoom option. Mayor Peck stated there is not at this time but we have impact funds that are designated for technology in this building. Those fees won’t be paid until May 2025.
Dennis Nate asked if the scrubber could be used by the Senior center. The lease states that the Senior Center is responsible for cleaning their space. The scrubber was purchased for the city cleaning.

Councilman Harmon made a motion to go into Executive Session seconded by Councilwoman Lewis at 7:45p.m. Passed unanimously

Councilwoman Lewis made a motion to reconvene at 8:15 seconded by Councilman Nate. Passed unanimously

Motion to sign the settle agreement with the DEQ by Councilwoman Lewis, seconded by Councilman Nate.

Department Reports
Councilman Harmon stated the streets look good and the scrubber works well.
Chief Whitehead is still working on Carbonite,
Mayor Peck updated that the well is just about ready to turn on.We need to flow test the well so we need to decide where to do that, probably in about 2 months.
Public Works
Director Mike Duran asked if he needs to plow the airport.Mayor Peck said to keep it open.
Councilwoman Lewis reported that the Grand Marshal for the 24th of July 2025 celebration is Pete and Qwen Petersen.
Councilwoman Lewis reported on Economic Development meeting. Lincoln County is advertising for a liaison between industry and city or towns. This position will be readvertised. They also talked about an asphalt plant to be built either at Sage or Opal.
Mayor Peck commented on the assignments of departments and stressed that he would like the council to take a second look at the department assignments.
Mayor Peck commented about getting an extra credit card, and one card for Sharon. Motion Councilwoman Lewis moved to add a card and Sharon a card seconded by Councilman Nate.
WAM Winter conference is being held on January 22, 23, 24, 2025 in Cheyenne Wyoming.
