Attending: Mayor Colby Peck, Council - Theresa Lewis, Wayne Harmon, Charles Dayton, Brad Nate, Chief Eric Whitehead, Officer Davis Stocking, Public Works Director Mike Duran, Bentley Johnson, Clerk Jody Harmon, Attorney John Bowers

Liquor License Public Hearing

Mayor Peck opened the public Hearing at 7:00p.m.

Mayor Peck called for discussion on the liquor license for the Pilot and BSB Cokeville LLC (Gold Buckle). There was no discussion.

Mayor Peck closed the hearing at 701.

 

Regular Meeting

  1. Roll Call

  2. Pledge of Allegiance led by Councilman Dayton

  3. Motion by Councilman Harmon to approve the agenda seconded by Councilwoman Lewis. Motion carried.

  4. Motion to approve the minutes of March 11, 2025, meeting by Councilman Harmon seconded by Councilwoman Lewis with corrections. Motion Carried

  5. Motion to approve the accounts payable, Business Licenses and Payroll for March, by Councilman Harmon seconded by Councilman Nate. Mayor Peck abstained from voting.

  1. Awards and Public Recognition

Mayor Peck complimented Officer Stocking for the drug bust he had, 120 lbs. of Marijuana, an excellent job.

 

  1. New Business

For transparency reasons, Brad suggested roll call voting.The Council and audience discussed. The Council agreed to make the change.

 

  1. Motion to approve the liquor licenses by Councilwoman Lewis seconded by Councilman Dayton.  Motion Carried

 

  1. Motion to approve the budget on the first reading for FY 25-26 by Councilman Harmon, seconded by Councilman Dayton. General Fund - $1238949.00, Water - $526884.00, Sewer - $149885.  Total 1918718.00 Motion Carried

 

  1. Holly Murdock addressed the Council requesting the Snow shack be in the same place as last year with the same agreement.  Motion by Councilman Dayton to approve her request seconded by Councilwoman Lewis. Motion Carried

  2. Public comment/communications

Dennis Nate asked about the miniature golf course, and where to get the clubs.The balls and clubs are at the Town Clerk’s office.

  1. Resolutions/Ordinances

Motion by Councilman Nate to approve ORD 25-01 on the third reading seconded by Councilwoman Lewis. Motion carried. Councilwoman Lewis read the ORD 25-01.

Chapter 5

Offenses Involving Minors

 

6-504. POSSESSION OF OR UNDER THE INFLUENCE OF INTOXICATING BEVERAGES.

Adopts Wyoming Statute 12-6-101, as amended, is hereby adopted by reference and incorporation as if set forth fully herein. Any and all future amendments to Wyoming Statute are adopted with no future notice.

6-506. SALE AND USEAGE OF TOBACCO PRODUCTS.

Adopts Wyoming Statute 14-3-302, 14-3-304 and 14-3-305, as amended, is hereby adopted by reference and incorporation as if set forth fully herein. Any and all future amendments to Wyoming Statute are adopted with no future notice.

 

Motion to approve the Third Reading of ORD 25-02 by Councilman Nate seconded by Councilman Dayton. Council members Nate, Dayton and Lewis and Mayor Peck voted yes; Councilman Harmon voted no Motion carried.

TITLE VI

POLICE REGULATIONS

Chapter 3

Offenses Against Public Safety

 

6-305.  USE OF FIREWORKS PROHIBITED. No person in the Town of Cokeville shall case, throw, ignite, discharge, or fire any combustible firecrackers or fireworks of any kind, except from June 1 to July 31 of each year, on the following Holidays Christmas Eve, Christmas, New Years Eve and New Years Day. The hours permitted for Fireworks are between 12:00 pm (noon) and 11:00 pm, on New Years Eve, July 4th and 24th, 12:30 am.

 

Motion to approve the second reading of ORD 25-04 by Councilman Nate seconded by Councilwoman Lewis. The Council discussed this Ordinance. Motion Carried

 

Motion to discuss the first reading of ORD 25-05 by Councilman Nate seconded by Councilwoman Lewis. Motion carried. Attorney John Bower gave clarification on what the Wyoming State Statutes read regarding Nuisances.Motion to approve by Councilman Dayton seconded by Councilman Harmon. Motion carried unanimously.

 

  1. Reports from officers, Boards, and Committees

 

Councilman Nate – Streets & grounds

There are potholes in streets that will soon to be filled.He is planning on spraying weeds more in the park.He complimented public works for doing a good job.

 

Councilwoman Lewis – Parks & Recreation, Economic Development

Councilwoman Lewis commented on the importance to share among each other on the council so that that information can be included in the master plan. Councilwoman Lewis asked about an easement for the legion grounds.

 

Councilman Harmon – Water/Sewer, Airport

The new well is close to start up in a couple more weeks. The sewer is doing good. The airport is holding up well.He complimented Charles on his list of the 2025 priorities.

 

Councilman Dayton – Planning & Zoning, Business Relations

Councilman Dayton reported on the Planning and Zoning committee meeting.1st Permit for Aaron Dockstader for a barndominium . Motion to approve by Councilman Harmon second by Councilman Dayton. Motion carried.On the petition to vacate 7th street from pearl and hunter way by Jamie and Ryan Teichert.The County recommended doing a title search. Also publish in a newspaper for 2 weeks and post in town. Jaime Teichert will begin the paperwork to do this.On Blaine Kemp’s request to rezone 4 building lots he owns from R1 to RA.Motion to approve by Councilman Harmon seconded by Councilwoman Lewis on first reading. Blaine Kemp is requesting to vacate a small portion of Pearl St.The county recommended not to vacate because that is the only road that goes south.Blaine will bring a conditional use document for pearl street.

Councilman Dayton is looking at grants and will collaborate with Councilwoman Lewis. Councilman Dayton reported that the website should be up and ready this week. Vista intern was approved.He reported making progress on the master plan.He will gather data from the community. He reviewed the Cokeville 2025 priorities. draft document.

 

Mayor Peck – Administration, Police, Public Works

 

Chief Whitehead addressed the Council concerning the K-9 officer.He is getting old and is having health issues.Chief Whitehead would like to look at replacing him. He would like to find and start to train either a puppy or a dog that is 1 ½ years old.Colby complimented Eric on his success and management of his police department.Motion to approve Eric to search for a dog for a replacement by Councilman Nate, seconded by Councilwoman Lewis.Motion carried.

 

Public works director Mike Duran reported that the flow test of the well, went well.He is looking at bids for Scada system.Mike will share the bids he receives for the sewer sleeve with Mayor.

 

Motion to go into executive session for potential legal issues by Councilwoman Lewis, seconded by Councilman Nate at 9:55p.m. Motion carried.

Motion to reconvene at 11:00p.m. by Councilwoman Lewis seconded by Councilman Dayton.Motion carried.
