  1. The mayor called the meeting to order at 7:00p.m.

  2. Pledge of Allegiance led by Councilman Dayton

  3. Motion by Councilwoman Lewis to approve the agenda with the addition of Jaime Teichert seconded by Councilman Nate. Motion carried.

  4. Motion by Councilman Harmon to approve the meeting minutes of April 8, 2025, seconded by Councilwoman Lewis. Motion carried.

  5. Motion by Councilman Harmon to approve the Accounts payable, Business Licenses and Payroll for April, seconded by Councilwoman Lewis. Motion carried.

  1. Awards and Public Recognition

Bentley thanked the Mayor and WYDOT for working together to make a plan to patch the roads. He also thanked WYDOT employees Tony Lloyd and Jessie Green for working with the public works to patch the roads.

 

  1. Old Business

Blaine Kemp addressed the council to revisit the purchase the 59’ wide, 105’ long strip of land labeled as Pearl St. The council discussed this issue. The legal counsel advised the mayor that the land is city property and cannot be purchased. Blaine proposed a conditional permit. The city will draw up a conditional use permit.

Neil Hymas commented that he would like to have a conditional use permit as well. He is a bordering neighbor. He mentioned a power line easement at that end of Pearl Street. The mayor commented on investigating this further and discuss it with the attorney. Motion by Councilman Harmon to approve the second reading of ORD 25-06 which states to change the zoning for the four lots Blaine owns from R1 to RA seconded by Councilman Nate. Motion carried.

Jamie Teichert addressed the council. She brought copies of titles and deeds to Vacate 7th street. All properties are clear. All three lots are zoned R2. Councilman Harmon made a motion to accept the proposal seconded Councilwoman Lewis. The mayor will send the deeds and titles to the attorney to write up the agreement, then will get it back to Jaime.

  1. New Business

Amy Peck from Cokeville Stock and Saddle Company addressed the council. The annual rodeo will be July 18-19, 2025.They need new panels and be able to partially cover the grandstands. The Cokeville Stock and Saddle Company will not have the youth rope and run contests this year. This may be done by another private individual. The mayor will abstain from discussion or voting. Motion by Councilwoman Lewis to give the budgeted amount of $3500 to Rodeo Club seconded by Councilman Harmon. Motion carried.

  1. Motion by Councilman Harmon to approve the second reading of the Budget for FY 2025-26 for $1,823,093.00 seconded by Councilman Dayton.

Motion to a approve 3rd reading of ORD 25-04 by Councilwoman Lewis seconded Councilman Harmon. Councilman Nate voted No, 4 yes, Motion Carried

TITLE VI

BUSINESS REGULATIONS

Chapter 1

Motor Vehicle Codes

6-112.  SPEED.

(A) Vehicles shall not be driven at a greater speed than twenty (20) miles per hour on all streets in the Town of Cokeville, except on Main Street and County Road 207 which shall not be driven at a greater speed than thirty (30) miles per hour.  

(B) Adopts Wyoming Statute 31-5-301, as amended, is hereby adopted by reference and incorporation as if set forth fully herein. Any and all future amendments to Wyoming Statute are adopted with no future notice.

1st Reading March 11, 2025        

2nd Reading         April 8, 2025     

3rd Reading        May 13, 2025   

 

Motion to discuss the Second Reading of ORD 25-05 Nuisance by Councilman Nate seconded by Councilwoman Lewis. Motion by Councilman Dayton to table this for further discussion dies for a lack of a second. Motion by Councilman Nate to table this reading until a work meeting can be scheduled for this ordinance seconded by Councilwoman Lewis. Motion carried

 

  1. Reports from officers, Boards, and Committees

 

Councilman Nate Streets and Grounds

The mayor received a bid for 110 tons to 120 tons of cold mix for patching the streets for $15600, to be taken out of capital outlay and the auction revenue. Motion by Councilman Nate to purchase the cold mix seconded by Councilwoman Lewis. Councilman Nate thanked Councilman Harmon for getting this bid. He also thanked public works for the work they do. Councilman Nate discussed the elevator issue. Motion to send a copy of the two invoices that were paid by the Town to the Senior Center for reimbursement, by Councilman Nate seconded by Councilwoman Lewis. Three yes, Mayor Peck and Councilman Harmon voted no. Motion carried.

Councilwoman Lewis – Parks & Recreation, Economic Development

Councilwoman Lewis discussed summer events. Councilwoman Lewis needs help to run the summer recreation program. The mayor suggested to hire a summer help that could help Councilwoman Lewis with the Summer Recreation. Motion to hire a summer helper to help the public works and summer recreation by Councilman Nate seconded Councilman Dayton. Wages would depend on experience, starting at $12.50 per hour. Motion carried.

Councilman Nate mentioned that WYDOT has used posts, a bundle of 80 would be a $100 for posts, $20 for a bundle of stays. Motion to purchase posts and stays from the highway dept up to $600 by Councilman Dayton seconded by Councilman Nate. Motion carried.

 

Councilman Harmon – Water/Sewer, Airport

Todd Hurd provided information on the well. He is meeting with the electrician to get more information.

The mayor discussed three bids for the Scada system. The lowest bid is from Westco for $122800, $197700 was the middle bid. Both systems take specialized people to repair. The highest $246754.61 this system is more user friendly. The mayor explained what the Scada system is. There is funding in the grant for the well and sewer. Motion by Councilman Harmon to purchase the Dorset bid for the $246754.61, seconded by Councilwoman Lewis. Motion carried. Motion to accept Val Cotter bid for $207900.00 for sewer sleeve by Councilman Harmon seconded by Councilwoman Lewis. Motion Carried

Councilman Dayton – Planning & Zoning, Business Relations

There was one building permit application for Doug Prows Sr. for a storage shed for wood. Planning & Zoning approved this permit. Motion for final approval by Councilwoman Lewis seconded by Councilman Nate. Motion carried. Councilman Dayton reviewed the master plan information so far, he would like to find funding for the master plan. He stated that the AmeriCorps-Vista was applied for, but that federal department has been canceled. He will try to get the website done this week. 

 

Mayor Peck – Administration, Police, Public Works

He received a bid to deep clean the Town Hall building for $2803.43.Motion to contract with green machine to deep clean the building per their bid by Councilman Dayton seconded by Councilwoman Lewis. Council Harmon abstained from discussion or voting. Motion carries. Motion to purchase the carpet shampooer for up to $1000.00 by Councilwoman Lewis seconded Councilman Nate. Motion Carries

Motion to go into executive session to discuss personnel at 9:50p.m. by Councilman Harmon seconded by Councilwoman Lewis. Motion carried.

Motion to reconvene at 10:15 by Councilwoman Lewis seconded by Councilman Dayton. Motion Carried

Chief Whitehead has found a cop grant for cop salary. The Council agreed to apply for this grant.

Chief Whitehead asked if he could strip the Police Department Tahoe and sell it. Motion to sell the Tahoe on auction by Councilman Harmon seconded by Councilwoman Lewis. Chief Whitehead has found a fully trained young dog for $9500 ready by the middle of June 2025.

 

Public works Director Mike Duran has the mosquito fogger ready to go and the weeds have been sprayed in the park.

 

The mayor informed the public of the Town Clerk Retirement on August 31, 2025.Motion to accept the letter of resignation and post the position by Councilman Harmon seconded by Councilwoman Lewis. Motion carried
