Budget Hearing

Mayor Peck opened the Budget Hearing at 7:02

The mayor called for Discussion – no discussion

The mayor closed the Budget Hearing at 7:04

Regular Meeting

  1. Mayor Peck called the meeting to order at 7:04p.m.

  2. Pledge of Allegiance led by Councilwoman Lewis.

  3. A motion to approve the agenda by Councilwoman Lewis seconded by Councilman Dayton.  Motion carried

  4. A motion to approve the minutes of the May 13, 2025, town council meeting by Councilwoman Lewis, seconded by Councilman Dayton. Motion carried

5.    Motion to approve of Accounts payable, Business Licenses and Payroll for May by Councilwoman Lewis seconded by Councilman Dayton.  Motion carried

7.   Mike and Mayor Peck decided not to purchase the WYDOT posts and stays.

TOWN OF COKEVILLE, WYOMING

ORDINANCE NO. 25-06


 

AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE TOWN OF COKEVILLE TO CHANGE THE ZONING CLASSIFICATION OF CERTAIN PROPERTY FROM R1 (RESIDENTIAL SINGLE-FAMILY) TO RA (RESIDENTIAL-AGRICULTURAL)

WHEREAS, the Town of Cokeville, Wyoming has adopted zoning regulations to promote orderly growth and development within the town; and

Whereas Blaine and Sheri Kemp are the owners of certain real property located within the Town of Cokeville, more specifically described as:

Legal Description of the Property (insert full legal description here).

WHEREAS, the property is currently zoned R1 (Residential Single-Family); and

WHEREAS, the property owners have submitted a request to rezone the property from R1 to RA (Residential-Agricultural) to better accommodate their intended use of the land; and

WHEREAS, the Planning and Zoning Commission has reviewed the proposed zoning change and recommended approval after due consideration and a public hearing held in accordance with applicable laws and procedures; and

WHEREAS, the Town Council finds the proposed zoning change is consistent with the Town’s comprehensive plan, will not adversely affect the health, safety, or general welfare of the public, and is in the best interest of the community.

NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF COKEVILLE, WYOMING:

Section 1. The official zoning map of the Town of Cokeville is hereby amended to change the zoning classification of the above-described property from R1 (Residential Single-Family) to RA (Residential-Agricultural).

Section 2. This ordinance shall take effect and be in force from and after its passage, approval, and publication as required by law.

 

  1. Ashbee Thompson addressed the Town Council, she was asked by Councilman Dayton to be on the beautification committee.  She is getting a committee together. She explained how they plan to develop the committee. They will prepare an operating budget.  Mayor suggested that they could utilize $1000 – $1500 out of the FY Budget 24-25.  Motion to accept the beautification Committee by Councilwoman Lewis seconded by Councilman Dayton.  Motion carried. Mayor Peck thanked those that are willing to be on this committee.  Motion to approve $1500 to be used by beautification committee for highway 30 Welcome to Cokeville sign by Councilwoman Lewis seconded Councilman Dayton.  Motion Carried

  2. A motion to approve the budget for Fiscal Year 2025-26 on the third and final reading for $1,823,093.00 by Councilwoman Lewis seconded Councilman Dayton.  Motion carried.

  3. Public comment

Dennis Nate commented about the signs on the South end of Town.

Mike Kelly put in an offer on Mower’s home and would like it to be changed from R1 to RA.They will get the zoning change started with town clerk.

Tim Tiechert thanked the council for their service.

  1. Resolutions/Ordinances

Motion to approve the second reading on ORD 25-05 – Nuisance by Councilman Dayton seconded by Councilwoman Lewis. Motion carried.

 

  1. Reports from officers, Boards, and Committees

 

The mayor reported that the cold mix has been delivered.

 

New sprinkler heads have been purchased for the town park.

Councilwoman Lewis talked about the activities for the summer recreation.

Mayor Peck reported that the well is operational manually. The generator will be installed and then the SCADA system.

Councilman Dayton reported that the Town website is ready to go live.

The County Tourism board met this week. There is a need for someone to represent the town on the County tourism board. Motion to appoint Councilwoman Lewis as the Town of Cokeville Representative on the Tourism board by Councilman Dayton seconded by Councilwoman Lewis. Motion carried.

Councilman Dayton talked about the Master plan.Mayor Peck commented on not engaging people to work for the Town without going through the mayor.

Councilman Dayton read the survey results that he had posted on Facebook.

 

Mayor Peck had written a job description for the clerk.

Chief Whitehead will advertise the Tahoe for sale on Public Surplus.com. He has not received a word that the new k-9 is ready.

DEQ will be here on Tuesday at 9:00 to go through the wastewater plant. Mosquito fogging has started.
