Dennis Nate Family thanked Councilwoman Lewis for her hard work on the 4th of July event.

Stephan Allen addressed the Council to give an annual report to the city. He thanked Mayor Peck and Mike Duran for attending the Septic Meeting for the County. The Travel and Tourism Board has been changed. He gave updates about what is happening in the County and state and reviewed Economic Development. There will be an Asphalt plant in Opal and bringing agriculture back to Lincoln County at Sage. Terra Power is pouring concrete at their site. Industrial Siting for Blue Spruce will be north of LaBarge will be a helium plant. This could mean impact fees for Cokeville.
There was a question about the kill plant and sale barn at Sage. The rancher is out of Randolph UT, with maybe 300-500 employees. There are a lot of good things coming to Lincoln County, but it will take time.
There was a question about Solar arrays – Is there any consideration to use Coal power and natural gas? Stephan said yes, they are considering it, nothing formal just discussing possibilities. He will send a Power Point presentation to the mayor and council. Lincoln Solar project extended to two more years; it may start in 2027.
Mayor Peck commented that Wyoming knows how to handle fossil fuel waste and not the green fuel waste.

Public comment/communications
Greg Nate addressed the Mayor and Council regarding his RV Park. He asked some questions about who takes care of the right of ways. He requested to take out the grass in front of his place and put rock. The Council directed him to the state highway department.
Motion by Councilman Nate to approve the third and final reading of Ordinance 25-05 - Nuisance with numbering corrections seconded Councilwoman Lewis. Councilwoman Lewis read the ordinance 25-05. Motion carried. Please obtain a copy from the clerk or website.
Motion to approve the Resolution 25-03 – Lodging tax by Councilman Harmon seconded by Councilwoman Lewis. Motion Carried
RESOLUTION NO. 2025-03
A RESOLUTION AUTHORIZING THE UTILIZATION OF LINCOLN COUNTY LODGING TAX FUNDS FOR THE PURPOSE OF PROMOTING THE TOWN OF COKEVILLE, WYOMING
WHEREAS, the Town of Cokeville, Wyoming recognizes the importance of tourism and community promotion to the economic development and vitality of the town; and
WHEREAS, Lincoln County collects a lodging tax pursuant to Wyoming Statutes, which is intended to support the promotion of tourism and travel within Lincoln County and its municipalities; and
WHEREAS, the Town of Cokeville desires to utilize available lodging tax funds to promote local events, tourism attractions, and recreational opportunities that enhance the visibility and economic benefit of the community; and
WHEREAS, these promotional efforts may include, but are not limited to, marketing campaigns, event support, signage, brochures, digital media, and other tourism-related activities.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE TOWN OF COKEVILLE, WYOMING:

That the Town of Cokeville formally requests the use of Lincoln County Lodging Tax funds for the purpose of promoting tourism and travel to and within the Town of Cokeville.

That the Town of Cokeville will coordinate with the Lincoln County Tourism Board or its designee to ensure that funds are used in accordance with applicable laws, guidelines, and approved purposes.

That the Mayor and/or designated town officials are hereby authorized to submit applications, proposals, or funding requests as needed to access and utilize such funds.

That the use and oversight of Lincoln County Lodging Tax funds allocated for the promotion of the Town of Cokeville shall be governed by the Mayor and Town Council of the Town of Cokeville.

That the Town of Cokeville shall report, as required, on the use and effectiveness of the funds in promoting the town and supporting local tourism-related activities.

TOWN OF COKEVILLE, WYOMING
Councilman Nate will map with a color code town to evaluate the town streets.
Casandra Hunter of WY Community foundation of funds has helped communities get grants to help with the sand on playgrounds.
Mayor Peck commented on a MOU that could be written with the Town and School district to be able to use the school grounds. He asked each member to look at the mou to possibly write one for Cokeville.
Councilwoman Lewis has advertised the July pioneer days. The Grand Marshalls will be Pete and Gwen Petersen.
Councilman Harmon commented on the SCADA company will be here at the end of the month to do a walk through and start to build.
Mayor Peck and Mike Duran attended a meeting today about septic systems in Lincoln County. The county does not have a place to dump the sewage. Cokeville does have the ability to accept the additional sewage and to make extra money for the sewer plant. The Town may need further discussions on how to manage this process.
Councilman Dayton updated for the master plan and handed out a paper of a possible scope. He has been looking for recommendations and resources. Council discussed replacing Councilwoman on the board of Tourism board. Her plate is full. Motion to accept Alisha Etcheverry as the representative for Cokeville by Councilwoman Lewis seconded by Councilman Dayton. Motion carried.
Bill King had a permit to have a home addition. Motion to approve his building permit by Councilman Dayton seconded by Councilman Harmon.
Public Works Director advised the council that well number 3 was tested for surface water.
Chief Whitehead reported that he had received notice that the new police canine would be ready August 1st.The police Tahoe is currently being auctioned on public surplus.
Motion to go into executive Session at 9:45 by Councilman Harmon seconded Councilwoman Lewis. Motion carried. Motion to reconvene by Councilman Harmon seconded by Councilwoman Lewis at 10:00. Motion carried.
