Town Council Meeting Minutes
October 8, 2024

Mayor Colby called the meeting to order at 7:01 p.m.

Pledge was led by Cameron.

Motion to adopt the agenda by Wayne seconded by Theresa. Motion passed

Motion to approve the September 10, 2024 Town Council Meeting minutes with corrections by Wayne seconded by Cameron. Motion passed

Motion to approve Accounts payable, and payroll for September 2024 by Theresa seconded by Cameron. Motion passed

Dennis Nate thanked the town for fixing the elevator.

Public Comment:
Wayne expressed his concern that individuals running for office have not attended Town Council meetings to find out what the town is doing and how the town is ran.“Whatever we do we are questioned!” said Councilman Wayne Harmon.
Dennis Nate agreed with Wayne and is very disappointed with the young people today.He also appreciates our police for being up on the highway controlling traffic.

Wayne- Building & Streets, Airport
Wayne thanked Brenda and Barbara for scrubbing and buffing the floor.
The Streets look good with the money we had to spend on them.
Cameron- Planning & Zoning , Police
No Building Permits for Planning & Zoning

Trainings have been good and Chief Whitehead would like to look into training at Quantico, the council advised him to start applying.
Received their new PD vehicles, so they will strip Officer Stockings car and get it ready for auction.They will keep Chief Whitehead’s vehicle for a spare vehicle.
Chief Whitehead read the proposed Ordinance changes:
Motion to approve 3rd Reading of ORD 24-13 - Offenses Involving Minors by Theresa seconded by Cameron. Motion passed
Motion to approve the 3rd Reading of ORD 24-14 - Police Court Procedure by Wayne, seconded by Cameron. Motion passed
Demont – Water/Sewer
Demont was absent, but Mayor reported that they met with the DEQ and they said that the town had violations in 2017 that didn’t get cleared up. They gave recommendations to avoid violations and the town has 60 days to make corrections. They are looking for funds for the town.
PW Bentley Johnson said that the electricians will be at the wellhouse this week. Carpenter will come back after the electricians are finished. Hope to be finished by November 1st. Plants are running well.
Thanks to Bentley for holding down the fort while Mike is on vacation.
Theresa – Summer Rec & Economic Committee
On October 26th at 6 p.m. they will have the Halloween movie and
she will ask parents their opinions on the movie choice.
December 20th will be Mr. & Mrs. Santa at the town library.
Thinking of having a Christmas movie rather than a light parade. She will ask if there is an interest.
Mayor
The council needs to be putting together our projects for the Impact Fund.
If the one penny tax goes through we need to have our projects together (any infrastructure).
Talked about putting things on the online auction surplus website for sale (public surplus.com) . All departments need to put together a list and photos of equipment to be auctioned before the next council meeting.
We will wait to go over the propane bids next month.
