Theresa recognized CHS Girls volleyball winning state runner up and CHS Boys Football going to the state Championship in Laramie.
Jody thanked Barbara for filling for Jody during her surgery and recovery.
Wayne thanked Trevor for coming to the council meetings and showing an interest in the town, he appreciates his participation.

Public Comment
Dennis asked about the incident discussed at the meeting with the Town and Senior Center. The answer was no word yet.

Mayor opened the Propane Bids for the year 2024-25. Valley Wide Co Op was the lowest bid with a locked in rate of 1.69. Motion by Wayne seconded by Demont to have Valley Wide deliver propane to the Town.

Theresa read Resolution 24-02. Motion by Cameron seconded by Wayne to approve the Resolution 24-02. Theresa abstained from voting, 3 votes for. Motion Carries
Resolution No. 24-02
Title: A Resolution to Require Town Council Members to be Present to Vote
WHEREAS, the Town Council of the Town of Cokeville holds regular and special meetings for the purpose of conducting town business; and
WHEREAS, it is essential for council members to participate actively in discussions and decisions that affect the residents of the Town of Cokeville; and
WHEREAS, the presence of council members ensures a transparent, accountable, and effective decision-making process;
NOW, THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Cokeville, that:

All voting on resolutions, ordinances, and other official matters shall require the physical presence of council members at the designated meeting place.

Attendance via teleconference, videoconference, or other remote means shall not be considered sufficient for the purpose of casting a vote.

Exceptions to this requirement may be made under extraordinary circumstances, as determined by a majority vote of the council members present at the meeting.

This resolution shall take effect immediately upon adoption.

Department Reports
Wayne - Building & Streets, Airport
Wayne discussed the cleaning of the building. He suggested to purchased buffer suction cleaner for the Town Hall, not to spend over $4500. Motion by Theresa seconded by Cameron to purchase. Wayne talked about the streets, with the 6th penny not passing and the impact monies are going to be minimal, the Town will have minimal funding to repair the streets. The Town will do the best with the material on hand.
Cameron- Planning & Zoning & Police
Building Permit for Craig Chadwick to build a lean to on the existing shed. P&Z passed the permit.
Chief Whitehead reported, there are 19 doorknobs that are old and needing replaced. Motion by Wayne seconded by Theresa, to replace 6 doors knobs at this time and try to not exceed $150 per knob (Jody, Barb, Brenda & Demont’s office). Unanimous. Motion passed
Demont - Water/Sewer
Demont commented on his disappointment that the 6th penny didn’t pass.
Public Works reported they are waiting on an electrical panel for the well. Rocky Mountain Power will connect the well after the panel is installed.
Theresa – Summer Rec & Economic Committee
Dec 20, 2024, the kids will be able to visit all day with Santa Claus at the Library
Theresa commented on the master plan, she would like to have a community meeting to gather creative and innovative ideas from the community for goals. Mayor commented that we need to put on paper a list of projects, prioritize and then get costs. Then have a community meeting with the council for comment.
Wayne commented that he has appreciated Demont’s knowledge and comments. He will be greatly missed.
Mayor -
The Council discussed changing our online backup system company. They are not providing good service. Please bring options to next meeting.
The Mayor had a meeting with the other cities, town and counties about the nuclear plant. Cokeville ended up with $500,000 impact fees, with this amount of money we could replace the signage and elevator.
The Town has several items to be auctioned. They are, a concrete cutter saw, walker lawn mower with sweeper attachment, 4-wheeler Polaris with plow, Lincoln welder 400-amp, V snowplow, 2005 chevy short bed ½ ton pickup, push mower, Doitz 4 cylinder motor, 2015 Chevy Tahoe, an enclosed trailer, 2 aluminum dog kennels, 2 older printers - a cannon & brother, water fountain, bike repair rack, several cameras with coax cable, laptop. Motion to accept this list of items to be auctioned by Wayne seconded by Theresa. Unanimous. Motion passed
Motion by Theresa to sell on public surplus, seconded by Demont. Unanimous. Motion passed
Motion to post these items for 30 days by Wayne seconded by Cameron. Unanimous. Motion passed.
The Council discussed the ability to pay online for water bills and sewer bills. It was suggested to explore the same company that the Cokeville Court uses.
The Council discussed the Employee Recognition Dinner. It will be held on Monday the 2nd of December at 7:00p.m. Jody will call Buffy.
It was suggested to give a Ham to employees at the dinner
Council discussed the senior center lease. Motion to accept the senior lease by Demont seconded by Theresa. 4 voted for, Wayne voted no. Motion passed.
